An electric scooter rider has cheated death after he was run over by a van twice within a matter of seconds - with the driver also reversing over his head.

The horrific incident unfolded in Summer Hill, in Sydney's inner-west, with the man, 36, falling off his scooter at the front of a driveway.

With the driver unable to see him, the man on two wheels, who was travelling at high speed, landed directly under the front wheel of the car.

Seconds later, the vehicle owner drove over the man's torso - only to then reverse back over his head, crushing him for a second time.

'Why the f*** did you reverse back?,' the shaken scooter rider was heard screaming at the scene, to which the driver replied 'I didn't see you'.

Witness Reece Elliott said the man on the scooter was lucky to be alive after his helmet was destroyed.

'I think it (helmet) has kind of pushed his head out of the way thankfully,' he told 7News.

'He was bleeding a fair bit but he was still awake and conscious.'

The scooter rider suffered head injuries and broken ribs in the incident, and was also taken to hospital.

Given electric scooters are illegal on public roads and footpaths in NSW, police have confirmed the rider was at fault.

'He was lucky not to be killed or more seriously injured,' Burwood Police Acting Commander Andrew Graham said.

The man is expected to be fined for riding the electric scooter on a public footpath - and could also face charges, with police launching an investigation.
