Lawmaker Files Bill Seeking Nationwide Curfew for Minors

A lawmaker has filed a house bill in the House of Representatives seeking a nationwide 10:00 pm to 5:00 am curfew for minors.

Bagong Henerasyon party-list Rep. Bernadette Herrera has filed House Bill 1016 or the Nationwide Curfew

House Bill 1016 prohibits minors with age 17 and below to go outside after the curfew time for lawful purposes or justifiable reasons. The parents of repeat violators will face corresponding sanctions and penalties.

The parents of offenders will be subject to penalties if knowingly permit or by insufficient control allow the minor to go outside during the curfew time.

Minor violators will be referred to the nearest barangay hall or police station for their first offense. The minors will be brought to the Barangay Council for the Protection of Children for counseling before being turned over to their parents.

BCPC will also inform the parents or guardians of minors regarding the consequences of violating the curfew policy. First-time offenders will be required to pay a fine of P2, 000 or 48 hours of community service.

Herrera filed the bill knowing that minors are at risk of committing criminal offenses and getting involved in drug addiction and other illegal activities.

“The bill seeks to mandate and strictly implement a set of hours during night time within which minors are prohibited from remaining outside of the home not only as a means of maintaining public order and safety and preventing the further rise in criminality but also in order to protect minors from potential threat that may arise in the remote environment which maybe harmful or detrimental to their development,” Herrera said.
