Pubs, cafes and restaurants in Wales will have to close at 10pm from Thursday, it is understood.
Off-licences and supermarkets will also be stopped from selling alcohol after the same cut-off time.
Pubs must operate as table service only, the Welsh Government is expected to announce later.
Welsh First Minister Mark Drakeford is expected to reiterate that people should work from home if they are able to and to avoid unnecessary travel.
The upcoming announcements are in addition to lockdown rules already in force in six areas of Wales, meaning people can’t travel in or out of them unless for an important reason such as education or work.

It comes after Public Health Wales reported 281 new coronavirus cases, the country’s highest daily increase since April.
