How can I turn on this feature?

To enable this tool, go to Settings> 45, then Sound & Haptics for iPhone 7 or later], or [ Tap Sounds from previous models.

When you get there, tap Headphone Safety and turn on Reduce Loud Sounds.

Then you can drag the slider to select a "loud sound" that doesn't exceed the headphone volume.
